I'm living in Cebu, Philippines. I'm outside of the city so the sky is clear, but all of the info I have seen about it refers to those viewing from the States.

  1. Nights of Aug 11th and 12th.  Persied metoer shower, ussually about 60 per hour.  Peak varies year to year so check a good source such as space.com

  2. It doesn't matter much where on Earth you view Perseid meteors.  You don't even have to be able to see the constellation Perseus, the radiant of the shower.  Just after sunset you will see Earth grazers.  After local midnight you'll see meteors as the Earth plows head on into the stream of particles.

They say you should lie down and point your toes at Perseus.  In my experience, it doesn't matter much where your toes are. You just want to be able to see as much of the sky as you can.

While the peak is August 12th, you should already be able to see some Perseid meteors on a clear night.  And you'll be able to see at least some for several nights after the peak as well.
