  1. In stores you can pay by cash, debit card or credit card but they only do credit cards online because of security and other reasons.

  2. Yes - you should be able to purchase a gift card in person with cash (or a debit card). There should be no application required - it is just like buying any other merchandise - you are just prepaying for it now instead of later.

Most online sites will also honor debit cards, so if your ATM/debit card, if you have one, has a Visa or Mastercard logo on it, then you should be able to use that online. I usually use my debit card for small online purchases and have not had any problems.

If you must buy anything online, which will usually only take credit cards, then buy a prepaid Visa or MasterCard at a store (Walmart, Target and grocery stores usually carry these) which will work online. You can pay cash for those as well.
