  1. Chanoyu is written as 茶の湯 (Tea's hot water).

There are a few different types.

Sadou is more along the lines of "way of tea," tea ceremony nonetheless.

Tea ceremonies can be held virtually at any time. I've never heard of a set "season" for a chanoyu.

Usually, they wear kimono/yukata.  However, I don't think there is a set dress code.

Here is a funny video about "tea cermonies"

  2. Tea ceremony can be held at any time and just about anywhere as long as it's relatively peaceful.

The name "tea ceremony" is actually a misnomer, the intended meaning is closer to "serving tea ceremoniously."  It simply means you use an old fashioned method of tea preparation that is highly stylized, and it serves a dual purpose of making a really nice cup of tea and helping you clear your head.

Tea ceremony is usual practiced at the tea hut of an instrutor or "tea master", or in the case of a school or college clubs, in a room for the organization.  Some wealthy people's homes, many Buddhist temples, and a few corporate offices will have small chambers set aside for tea ceremony, typically as a method of entertaining guests.

Garb is traditionally Japanese kimono, but in general whatever clothes the participants would normally wear when interacting with each other is what gets worn.  I've seen it done in kimono and yukata, but I've also seen it in business suits and jeans.
