When are you suppose to make eye contact with someone and for how long?

when someone is talking to you. I guess I never pay attention to it, unless someone is staring at me, and then I'll ask them what they're staring at.

It depends if you are male or female and the gender of the person you are making contact with. Women can make more eye contact, with either women or men. Men looking at men better make less eye contact or it will create hostility. Men  making eye contact with women is good.

I always get a little creeped out when someone looks directly at me for long periods of time.   I think you should do what you think is natural.  Obviously, when saying hello it kind of nice to look at a person, but if someone is talking to me I can concentrate better if I'm not looking at them.  Personal preference.
