When at the super checkout being rung up do I place the bar on conveyor belt to separate the groceries?

I work at a grocery store, and 98% of the time people place the divider bar on the belt.  The 2% of the time either forget or I only have one divider bar.  Customers keep on removing them to place them at different lanes.

I usually put the separator after our (my mom's and mine) groceries, just to let the people feel free to put their stuff down whenever.

If the other person can't reach it, I would. But usually it's slid to the back behind my groceries and I'm by the cashier. It's really the next customer's job. I would only put it down if the next customer was putting their things right next to mine to avoid a mix up. Some customers will leave space, some won't!
