  1. Dam, that sux.

If you have license plates on the car you already have the registration. It was given to you when you went to the DMV to pick up your plates.

If you are still driving around with the paper tag issued by the dealer the only thing you can provide to them is a copy of the Bill of Sale and all the documents you got from the dealership when you picked up the car.

  2. You should have temporary papers that were given to you by the dealership that sold you the car that will work in replacement of the actual papers you will be receiving in the mail.  Look through the folder they gave you when you bought the car, legally you have to have the temporary forms in the vehicle with you anyways, it should be a carbon copy of the form they filled out by hand and mailed in to the DMV with the title of your new car.

Im in Wisconsin and registration/title can take anywhere from 1 week to 3 months to show up in the mail.
