When called a cell phone hosted by ATT what does this message mean?

My friend has AT&T as their provider. I called today and it says "I'm sorry the person you are calling is not accepting calls at this time, please try again later" Does this mean their service was suspended or disconnected or what's up with this?

  1. Yeah, it probably means that they haven't paid their bill yet, or that maybe they're upgrading their service or something.


  2. Yes, I have ATT and yes that's what it means.  

  3. it means ther phone is off.
