When can I plant things???

Question

I want to plant an herb garden with garlic, kale, chives, sage and maybe a few others. I also want to plant tomatoes and a few other veggies. I only have a balcony at my apartment so these will all be in pots. Can I plant anytime of the year? Like now>? I'm in Cali so weather is pretty good. Also besides tomatoes what Veggies will do best in a big pot? Any suggenstions?
