When can I set my clock ahead of time?

I miss staying out until 7:00pm with my friends. When will this nightmare ever end. When can I set my clock ahead forward?!?!

This is what bothers you bout , nice change from all the world is ending crowd. It will end in the Spring. and if you notice the sun is already shining  LITTLE LONGER EACH DAY.

If you live in the U.S it's March 9. In Europe it's March 30.
