I would take it slowly let him walk around his tank or room with just the harness on him.  Then let him walk the room or back yard with the leash and slowly let him get used to the whole leash idea.  Its better to take them to a park where they can roam with a extendable leash after they get used to the whole idea.  I would do each step for a week or until he is fine with the leash and harness.  To fully answer your question he may never be able to go for walks he might just want to do his own thing but as long as he is fully grown you should be able to take him outside.

  3. I wouldn't suggest taking your monitor out on walks because there's always the possibility of him/her escaping, a dog attacking your monitor, and also it's stressful on the monitor. As long as you have a large enough enclosure your monitor doesn't need to go out on walks. If you want to let him out of his/ her enclosure then just let your monitor lizard out in your room but make sure your place is monitor friendly so he/she wont get into any trouble.
