When changing the water filter on a refridgerator, is it normal for dirty(lead) water to come right after?

any occasion to remove the water line ,is a good time to purge the line,get a bucket and hold the hose in the bucket and turn it on full force till it gets half full,if changed regularly it shouldn't build up too much but you might get some dirty water,after you change the filter dump the first couple of dumps of ice so it's all good and clean..............tom

Yes, you need to run about a gallon of water through initially, then it will clear up, what you're seeing is charcoal dust. (dump that 1st gallon)
