When the UN was founded and they joined when Roosevelt created such an ineffective organization (last time they were effective was during the Korean war because the Soviet Union abstained from resolution voting rather than casting a Veto, since a Security Council Resolution can still pass if a permanent member abstains rather than using veto power).
