When did Hamilton Fish say the famous quote...?

I am doing a project for my U.S. History class where we have to find an american quote from the years 1600-1877. I found the one by Hamilton Fish that reads: If our country is worth dying for in time of war let us resolve that it is truly worth living for in time of peace. I really like this one but I need to know when he said it. Does anybody know?

  1. Birth: August 3, 1808  Date of Death: September 7, 1893

    He served as U.S. Representative (1843–45) and was elected lieutenant governor of New York in 1847 and governor, for a two-year term, in 1848. From 1851 to 1857, Fish was a U.S. Senator, serving on the foreign relations committee in 1855–57.  In 1869 he was appointed as Grant's Secretary of State.  It may be safe to say that he probably said it during his political career which began in 1843. He retired from public life in 1877.  I've not been able to find a date attributed to when he said it.
