When did Ronald Reagan make his "Shining City on a Hill" speech?

He references is it in his farewell to the nation but I don't know which speech he first made the reference.

  1. Back in the 1960's when he was supporting Goldwater for President.


  2. He did it just before George Bush blasted the "Shining City"  off the hill. He never should have let Bush know where it was.

  3. Just before Bush Sr's "Kinder, gentler America" speech.

  4. No doubt when he was less than cognizant- which may have been a condition suffered throughout his administration.
