  1. I can only think you are referring to the now defunct ritual of 'settele' which was said to have originated in the days of the Roman Empire. It was a formal meeting of high ranking diplomats from two or more countries at which credentials were presented, displayed and paraded before a gathering of nobles to the shouts of "Iggy iggy Iggy, Oi Oi OI!". In order not to distract from the splendour of their credentials, the participating diplomats were not allowed to wear clothes, apart from soft soled shoes. The practice was discontinued at the beginning of the Victorian era.

    I do not know of a Britain-Europe ceremony of settele, the nearest could be the one at which Britain and 7 other European states participated, held in the town of  Juste-Riant, France, in 1771.

    (The ritual shouting referred to above is still to be heard in gatherings of excited British people to this day).
