When did home phone numbers in Australia (or Melbourne at least) change from 7 numbers to 8 numbers?

like say 304 x*x to 9304 xxxx. Anyone know?

Oh I remember this it was many years ago. at least 7 or 8 maybe? We got a letter in the mail saying a "9" is going to be added to the front of our number.

In Australia, the numbering plan was changed between 1994 and 1999.  Melbourne began using the 8-digit number in 1995 (by adding a 9 in front).
