  1. It's every 4 years within each set of Olympics, be it Summer or Winter. It's every 2 years between both Summer and Winter.

    Summer: 2000 Aus, 2004 Athens, 2008 Beijing, 2012 UK

    Winter: 2002 US, 2006 Italy, 2010 Canada, 2014 Rus


  2. I believe it's four years between the Summer Olympics and four years between the Winter Olympics. So though it seems like it's every two years now, it's just changing from Summer to Winter. I hope that's what you're looking for.

    The winter Olympics were played in 1992, then again 1994 instead of 1996 with the summer Olympics.

    I.e 2008-summer

         2010-winter

         2012-summer

         2014-winter etc etc

The winter Olympics started in 1924 and were held the same year as the summer games, every four years, through 1992 (Barcelona and Albertville, France).  Then in 1994 there was another winter Olympics in Lillehammer, Norway.  Since then the summer and winter games have alternated every four years.  The Summer games have been 1996, 2000, 2004 and 2008.  The winter games have been 1998, 2002, 2006.
