When did they start adding ethenol to gasoline & why do they do it?

It seems that since they started doing that I don't get as much miles to the gallon as I did before.....or is something wrong with my car? It's only 4 months old/

E10 gasoline has been around since the mid 80's in many area's around the country. it was done to add an oxygenate to the fuel to reduce emissions. MTBE was the other additive that was used rather than ethanol, but it is a carcinogen and thus was removed.
