When discussing pharmacology what does "priority drug concerns" mean?

I'm thinking side effects or things to watch for in a particular drug?

  1. There are various priorities:IE:

    1. How will the drug interact with other drugs.

    2. What symptoms may arise from it.

    3. It's short and long term effects including any harm.

    4. Can this drug by allowed for marketing with accordance to the drug administration under the by-laws of a country.

    5. How will it effect positively or negatively the different age groups and genders.

    6. How will the drug react if taken empty stomach or full stomach. ( with or without food )

    7. Above all, a drug is always considered for how cheap it may be to manufacture it and if it can produce more revenue compared to its similar competitors' products.

    There are lots of priorities and it can't be just concluded as one.
