When do baby chickens start to walk after they hatch?

my first quail started hatching last night and was fully out after a few hours but hadnt fully absorbed the yolk, it was still alive this morning and but the yolk has absorbed but the umbilical is still attached. it has now been like this for about 15 hours and still alive, is this normal or should i be doing somthing.
