It's a guy thing ... he finds you attractive and is just taking you in with his eyes.  It's a compliment although I know some girls find it a little creepy.

He's admiring your looks and probably thinking of ways to ask you out or flirt with you. It depends. If he's your boyfriend, then he really likes you and is glad to be with you. Sometimes you just can't tell unless you ask him. Hope this helps.
