When do you begin the new speed limit?

When you are driving and a new speed limit sign comes up, when do you start going that new speed? I've always wondered if it is when you see the sign, within a certain number of feet of the sign or after you pass it?

When you can read the sign(legally its when a reasonable person would believe it is okay to begin speeding up) in this case its when you can read the sign. I'm a law enforcement student. Trust me. Totality of the circumstances.

road carfully and look out for signs and if you see a speed limit sign you do that speed limit
