  1. Sometime during the summer of 2008.  Just read the link I have posted and it will inform you of the dates.  

    Note:  it is not after the summer of 2008 but during the summer of 2008 that they will be required.  They will also give at least 60 days notice.

    Now if you are flying, you need a passport now.  

    One thing to keep your eyes open to is that Congress is trying to extend the date to June of 2009.  It hasn't been done yet so just be aware that it can change.

    The third link provides all kind of information (including costs for a Mexican Tourist Card/Mexican Visa Card) and the laws of Mexico.  It also gives you information on car rental insurance in case you are deciding to rent a car out there.

    I provided the last link just in case you decide to drive your own personal vehicle into Mexico.


  2. If you fly to Mexico and you are a US citizen you need a passport. This requirement started January 2007.

    Summer 2008 you will need a passport to go to Mexico by LAND or SEA if you are a US citizen.

  3. Yes.  Rules changed a few months ago and now you need a passport for Mexico and Canada.
