When do you say "Blah blah," or "Blah blah."?

Sorry, I mean when can you say it to be grammatically correct? Any general sentence in this form I mean.

I actually make a finger puppet hand and use chicken noises in place of Blah, Blah, Blah.  When the conversation I'm mocking is from a third person perspective, I use two finger puppets, one with chicken noises and other with "Hubbittyhubhubhub-de-hubhubhub-Hubbityh...  It's quite effective to let people know that I don't care what they're saying.  As far as grammer... see example.  

"And then she was talking about shoes, and makeup and blah, blah, blah."  

When you repeat a word for enthisis, you'll need to seperate the word (same word) with a comma.

I think I get what you're asking:

"Blah blah," he said.

He said, "Blah blah."

The period ends the sentence, the comma separates the parts, no matter which way 'round it is.  Just watch where the quot. marks are.

I use it infrequently, but when I do it's always when quoting tedious, repetitive material, to show that the original continues at length without saying anything new or of interest or substance.  Thus:  "The Republican Senator spoke in favor of the bill legalising pedophilia, saying that laws against having s*x with children unfairly targeted family values advocates like himself and other members of the GOP, who are "damned sick and tired of the Simon-pure  Liberal Press's game of 'Gotcha'--blah, blah, blah...."
