so

when  they know they have a decision making problem

and especially when they want to know why, and how to fix it

When they think about it for too long, or maybe when they don't have the confidence to do so.

When they lack self confidence and are not sure which road to take.  Depending on what decision they need to make they can have several conflicting solutions and they're not sure which one to take.
