Are you referring to any and all enemies, or specifically, "people"?  any enemiies would be...when Bilbo wields it against Gollum when he first encounters him... against the spiders when they capture the dwarves (and to cut the dwarves free first)...it glows in the presence of any orc...  etc...  hope that helps.  ;)
