there is also something in the name itself , a forest is forested , nurtured allowed to grow for exploitation / production .

When a community says it is. As far as I know,there is no legal definition, although forests are presumed to be larger by most people.

A local council or private land owner will usually name the area as a wood or forest. There is no exact boundry.

Wood becomes a forest when it becomes very dense with trees and the tree canopy blocks most of the light.
