When does ebay warn you there going to take money out of your sellers account?

Yes, I just read about this, and it will take effect in late October 2008.  Honestly, I cannot believe they are doing this.  There are people in this world who are not computer savvy enough to set up and keep up with a Paypal account.  

Plus, this makes it where the seller has to be charged to receive payments, where as money orders were free to receive.
