When does the networks decide game times?

I want to schedule my son's birthday party around the OU Nebraska game on November 1st. As of now, it just says: TBA. I am just curious when do they decide this? I know we would have a better turn out if his party wasn't during the game!

The schools set the schedules.  They might coordinate with a network paying to televise the game, but not likely as to the actual game start time.
