When does the public campaign finance period begin? At what point can McCain no longer raise public funds?

McCain has not opted out of public funding for the general election. I'm trying to figure out when the official primary season is over and when the general begins.

McBush opted out of public financing. He did it quietly on the same day that Obama said he was opting out because McBush campaign kept vacillating and the 2 campaigns could never come to an agreement, since he had been opting in and out of the system when it suited him
