Whereas there are no regular rules about sales in US,

in France there are only 2 sales periods

6 weeks in winter :

Generally from beginning of january to middle of february

6 weeks in summer :

Generally from beginnin of july to middle of August

Sales used to begin at the same day everywhere in France, but now beginnig day depends of the departement or city decision

But you can find sometimes some rebates because of "destockage" "liquidation avant fermeture"

I would translate this by "closing down sale"

The sales are in Winter and in Summer.

The Winter Sales begin in January and finish in February. This year they started on January 10th and ended on February 17th.
