Ephedrine is a regulated substance in France, its sale is illegal as a supplement, just as in the US. It can be found as an ingredient in some prescription drugs (and some non-prescription drugs like baby ear drops) but as a pure substance it can only be used in hospitals.

Now I don't see why they would check your luggage and you wouldn't be in trouble for having some unless you have A LOT of bottles. In other words, there is a difference between having a couple of bottles in your toiletry bag (possession in itself is not a problem) and a suicase full of bottles!
