  1. Yes, it will - temporarily.

    However, once there, the water will behave just like any body of water there and conform to the general average temperature, from a standpoint of common experience.

    Technically, the avg temp may drop ever so slightly permanently, since water moves and conducts heat better than land - so heat will travel along the entire length of the body of water, cooling the area of focus.

    Also, only the average temperature will stabilize - the different properties of water compared to land will make the temperature swings over the course of days. months and years quite different than land.
