When i click control panel and than click display it says that ur system administrator disabled it? ?

  1. Log in as administrator, then go to control panel ---> Users

    Then click your usual user account and select user type "administrator"

    If you can't log in as administrator then you're probably not allowed by the admin to do such things.  


  2. If this is any computer other than your own personal computer (desktop or laptop), then someone probably set these limitations.

    If this is your computer, you may have somehow applied a group policy template or registry settings. To fix this, run GPEDIT.MSC (if someone is using that to lock you out, they should have been intelligent enough to have locked you out of using THAT too).

    You'll see two "trees" on the left, Computer Configuration and User Configuration. Expand "User Configuration" (expand by clicking on the [+]), then select Control Panel, and see what is enabled or disabled (each one has a little description of what it does). Just change the setting of whatever seems to be locking you out to Not Configured.  

  3. If you are using XP Home, and logged in as an administrator, you probably have malware.
