When i make a call my Blackberry 8700c tells me 'emergency calls only' how can i change this?

well i went into AT&T and they told me it's because whoever owned the phone previously was set up on a BES Admin so i need to disable this. How do i do this?

If the device was previously connected to a BlackBerry Enterprise Server (BES) then the IT policy is still on the device. The IT policy can be configured to enable or disable almost all features of the device. The IT policy must have prevented any calls that weren't emergency calls.
