Do not stick your tongue in your mouse to clean firstly not only is it dangerous for you it is an electronic device afterall, its not very "clean" because you're adding germs to a surface you commonly contact and will be ingesting other bacteria and viruses potentially making yourself sick. I suggest you stop this practise; electric shocks do commonly result from adding moisture to electronic devices think about it would you pour a bucket of water into an electrical outlet or onto a live wire... of course not unless you a fire or to end up causing serious harm to yourself - a mouse is no exception. Try using cotton swabs, paper towels, disinfectant wipes etc. as alternatives.

I'm not a tech specialist but I suggest you unplug your mouse or take out the batteries if you plan on sticking your tongue in it.  That would most likely decrease your chances at getting a shock.  

An alternative way to clean your mouse would to be to put some alcohol on a cotton swab to clean the rollers.  If you don't want to suck on the mouse ball to wash it, you can put the ball in warm soapy water to wash it.  Either way you should dry it before you put it back in your mouse.  That would be another way to decrease your chances of getting a shock.
