When i turn my dell. when i turn my dell inspiron 3000 on after about 5 seconds of loading this

when i turn my dell inspiron 3000 on after about 5 seconds of loading this screen comes up and say loading PRB 2 ....done and just sits like that for ever and does nuthing can u help me ?
