When i turn the volume. when i turn the volume up to(17-20) my sound cuts out and my speakers make

when i turn the volume up to(17-20) my sound cuts out and my speakers make a cracklin noise.i have bought new speakers and rechecked all wires.my speakers are rated at 50 watts rms and my stereo pumps out 22 watts rms,what should i do.
