  1. try not uploading a file, but creating a text file instead. a text file anyone will be able to open and read and not require certain software or browser/ mail settings.

  2. It's sent in source code and when the browser opens it, it'll display as a webpage.

  3. I just tested something by uploading one of my personal HTML files to the Group I moderate.  After it finished uploading, I clicked on the file to open it, and it opened in web-page form, not in code form.  But that's because I openede it in my browser.  If I were to e-mail it to someone, it would be e-mailed in code form.  And that's what you're doing when you check the option to send a HTML file Upon Joining Group - you're e-mailing it to these new members.  I don't think e-mailing a HTML file will ever work the way you want it to, sipbzu.  For these files that are automatically sent Upon Joining Group, you're just going to have to upload them in a different format.  In the Group I moderate, the one file I've set to be automatically sent Upon Joining Group is in text format.  So you might want to convert that HTML file to an ordinary text file, sipbzu.
