can i use removed from play monsters removed turns before i summon the king and use them as the 400 boost as well as the removed monsters i remove the turn i summon the king.?

it only increases for the amount of monsters it removed when it was summoned ... this means you cannot use previously removed monsters (even if it was removed by a prometheus) to increase its attack

also i beleive it only increases for 300 for each removed
