When in the marines is it mandatory to live on base when you are first in there?

If your single, yes..

If your married once you get to your unit you can move out after the paperwork is filled out..

Unless there is a shortage of space in the barracks, you live on base until you are either married or reach E-5.

  Naturally during boot camp and AIT you will be required to live on base.  After that, it depends on your dependent needs and the availability of on base housing !
