When installing composite decking are the railing installed prior to the actual decking???

You double posted this question..please refer to my answer on the first posting..oops my mistake someone just asked this same exact question 2 postings above you...thought it was the same person..heres the answer..

your corner posts and center posts will be installed first..and should be coming from the ground level and hopefully anchored or buried in concrete..then the decking goes down..and the handrails last
