There are several possibilities here:

a) You're just trying to be funny.  I chuckled when I saw this question, so if that's the case, good job.

b) You greatly misunderstand both what Blu-Ray is and the state of the movie distribution industry over the past several years.  If this is the case, read the first responder's answer which is quite accurate and comprehensive.

c) There is some movie called "Blu Ray" which you wish to purchase and watch at home on some video format.  If this is your predicament then sadly I cannot help you for I am not aware of this film.

This question doesn't make any sense.  Blue Ray is a digital format for videos.  Blue ray cannot come out on video because Blue Ray is a video.

If you are asking when Blue Ray DVDs will come to Video Tape:    The answer to that one is probably never.  The industry is moving away from VHS tapes.

If you are asking when more videos will be coming out on Blue Ray then the answer is right now.  

Please clarify and ask again.  I tried but I don't think I understood your question.
