When is a good time to start applying for colleges?

I am a junior in high school. I have not taken the ACT yet, but I will later on this school-year.

I have heard many stories that I should apply now, or that I should apply in the summer before my senior year.

When is a good time to start applying?

I would think about schools you want to attend the summer before senior year and start applying in the beginning of senior year.

I think the best time to start is the summer before senior year onward.  I don't think I finished applying until October or November.  Usually the deadlines are near the end of the year for the next school year.
