Whenever you are cold enough for one.  Where I live, people wear them all year round, but I live near the mountains and that whole camping style is popular.  It depends on where you live, but September/October is about right.

Wow!  OK hoodies where cool in the late 60's.  Then again in the early 80's.  And again just twix the late 80's and early 90's!  Then the  unibomber kinda dicked it up for a few years but the hoodie is back!  Here is the golden frog...don't wear a friggen hoddie when it is 80 degrees outside!  All of you Florida punks know who I am talking about!

i wear them all year. I get super cold at the weirdest times. So I have one in both my parents cars, my cheer bag, my locker. I keep them everywhere. So really it just depends on you...
