  1. No time is a really good time but I feel if their "person of interest" is out in public venues (out shopping, walking the "red carpet", going into or coming out of restaurants, etc.) is fair game but still to be done with some dignity and rspect shown to others. No breaking of traffic laws. Bad times is when  the person is in private settings (church, with kids, family and friends in their homes or other normal private locations). Stay away from the long lens shots taken from trees over fences and the like. They may be a public figure but everyone wants and needs a measure of respect given to them by letting them have some amount of privacy.

  2. Never.

  3. I dont think paparazzi should invade all of these celebrities personal lives. I would love for them to get a taste of there own doings for once.

  4. From what I've seen on shows like "TMZ", it's never a good time for paparazzi to take pictures.  It appears instrusive and the photogs timing is always off.

  5. A good time would be "Well, Let me think".
