When is the St. Paul incinerator beginning?

A new power plant would provide a long-term solution, but for the next three to six years, Rock-Tenn will fire up four old boilers, burning fuel oil to meet its energy needs.  Due to a loose interpretation by the EPA, they can use the old bouilers without any EIR on their use.

It looks like 3 to 6 years to build the RDF fueled plant if they can even get permission to build it.  There is strong opposition.
