When is the best month to visit Berlin? Coz we're plannning to go there this Dec.Is it too cold at this month?

It is very cold in Berlin in December (around freezing temperatures, sometimes slightly warmer), but there are advantages too: in the weeks before Christmas you will find many Christmas Markets open, which is incredibly fun.

If you come closer to New Year's Eve, then Berlin has the largest NYE party in the world (and many many smaller ones).

Except for that, Berlin has also many in-door attractions, for the winter; and believe me, if you dress properly, you will not be so cold after a while.

I was in Stuttgart, which is further South than Berlin, in December and it was pretty cold.  Not cold enough to keep me from doing things, but still pretty cold.

If you live in Texas or Arizona you might want to change your travel plans, but if you live in the UK, Canada, or the North half of the US you should be fine.
