When is the best time during the growth season to prune a flowering shrub, such as crepe myrtle?

just after autumn starts and before new flowers

I think that early fall is the best time to prune - right before the tree becomes dormant.

Crepe Myrtle is suppose to be trimmed in Feb or March, before it starts to leaf out.  The blooms will only come out on the new growth.
