november to february..the climate is really good (but chilly of course)  take winter wear..temperatures can dip as low as 1 deg or so in december and january..so feb will be good time to visit delhi.

Those places are too hot  (45 - 46 deg C ) in summer              ( March to September) so best time is from October to February. In winter temparature may fall to 2 -3 deg C.

It depends on what you consider to be "best." We went last April and it was hot, hot, hot. Just walking around the Taj Mahal made our bottled water warm enough with which to make tea, but the prices were lower, and there were no queues at the Taj Mahal.
